Mining supply chains and ISO 45001 in Mongolia
In Mongolia, safety certification usually arrives before quality certification, because an international operator asked for it. What that changes about the project.

In most markets ISO 9001 comes first and everything else follows. In Mongolia it is usually ISO 45001, and the reason is the customer: an international mining operator applying its group safety requirements to local suppliers.
What that reverses
A supplier who starts with safety is building the shared clauses — context, leadership, competence, internal audit, management review — inside a safety system rather than a quality one. That is perfectly sound, and it means the quality certificate later is the cheap one rather than the expensive one. It is worth knowing that at the start, because organisations often assume the order they were given is the order of difficulty.
The conditions that make it harder here
Distance. Operations spread across long distances with camps and rotating shifts make competence records the hardest thing to keep current, and competence is the first thing an auditor samples.
Turnover. High rotation means induction and training records age quickly. A matrix that was accurate in March is wrong by August unless somebody owns it.
Contractors. Most incidents in mining supply chains involve contractors, and most systems document employees. The standard asks about workers, which includes people you do not employ.
Language. The audit may be conducted in English. The work instructions cannot be, if the people doing the work read Mongolian. A procedure nobody can read is a nonconformity waiting to be written, and it is also a genuine hazard.
What the operator will check beyond the certificate
Group requirements usually go further than ISO 45001: permit-to-work systems, critical control verification, fatigue management, journey management, contractor pre-qualification. A certificate satisfies the tender; the operator's own audit satisfies the relationship. Building for the second gets you both.
The thing worth settling early
Which certification body, and whose accreditation stands behind it. A certificate that the operator's own compliance team will not accept is an expensive lesson, and it is avoided by asking them the question before the audit rather than after.
