ISO 21001 Documentation: What You Actually Need
A reference on documented information required by ISO 21001.

ISO 21001 requires educational organisations to maintain and retain certain documents and records. These documents help demonstrate that the organisation has an effective Educational Organisation Management System (EOMS).
Documents you NEED TO maintain
Records you NEED TO KEEP
documents that AUDITORS PAY PARTICULAR ATTENTION TO
1. Programme Specifications and Learning Outcomes
For every programme within the scope, clearly define what the learner should be able to do after completing the programme.
The learning outcomes should be written in a way that allows achievement to be assessed.
Example:
❌ The learner will understand internal auditing.
✅ The learner will be able to conduct an internal audit and prepare audit findings.
The second statement can be measured and assessed.
2. Assessment Design
Clearly explain how each learning outcome will be assessed.
This should include:
• Assessment method
• Assessment criteria
• Required level or standard
• Evidence expected from the learner
Auditors will look for a clear connection between the learning outcome and the assessment method.
3. Requirements of Learners and Other Beneficiaries
Identify learners and other beneficiaries separately and document their requirements.
Where different requirements conflict, the organisation should identify and address those conflicts.
4. Trainer Competence Records
Keep evidence of both:
• Subject knowledge and professional competence
• Educational/teaching competence
Having a professional qualification alone may not be enough to demonstrate teaching competence.
Practical Tips for ISO 21001 Documentation
Write Learning Outcomes as Skills or Capabilities
Focus on what the learner will be able to do, rather than simply what topics will be covered.
Better:
The learner will be able to conduct an internal audit and report findings.
Weak:
The learner will understand internal auditing.
Keep Assessment Evidence
Do not keep only the final marks or grades. Maintain supporting evidence that demonstrates how the learner achieved the required outcome.
Document Learner Participation
Learner involvement is more than collecting feedback forms at the end of a course.
Participation can include:
• Committee membership
• Consultation on programme changes
• Learner representatives
• Participation in improvement activities
• Other formal representation mechanisms
Document Accessibility and Reasonable Adjustments
Record how accessibility needs are addressed, including:
• Physical accessibility
• Online learning accessibility
• Accessible learning materials
• Assessment adjustments
• Reasonable accommodations for individual learners
Control Your Training Materials
Make sure trainers are using the current approved version of course materials.
Using different versions of presentations or training materials can create inconsistencies and may become an audit finding.
Common ISO 21001 Audit Findings
Organisations commonly face issues such as:
1. Learning outcomes describe topics covered instead of measurable learner capabilities.
2. The assessment method does not properly match the stated learning outcome.
3. Educational performance is evaluated only through learner satisfaction surveys.
4. Learner participation is limited to end-of-course feedback.
5. Teaching competence is not assessed separately from subject knowledge or qualifications.
6. Accessibility is considered for the premises but overlooked in learning materials, delivery and assessment.
7. Learner outcome data is collected but not analysed at the programme level or used for improvement.
Key Takeaway
ISO 21001 documentation is not about creating paperwork for the sake of compliance.
The documentation should clearly demonstrate:
What you intend to achieve → How you deliver education → How learners are assessed → What evidence you collect → How you evaluate results → How you improve.
When these links are clear and supported by evidence, your Educational Organisation Management System becomes easier to manage, demonstrate and audit.
What this covers
See how this looks as a working system
Reading about a requirement and seeing the documentation that satisfies it are different things. In a short demo we open the actual manual, procedures and records set for ISO 21001, show you how each clause is answered and where your existing way of working already fits. You will know what implementation involves before you commit to it.
