The Indian regulator standing between your product and the market
The Central Drugs Standard Control Organisation regulates drugs, cosmetics and medical devices in India under the Drugs and Cosmetics Act and the Medical Devices Rules. Devices are classified A to D by risk. Lower risk classes are handled by state licensing authorities, higher risk classes by the central authority. Manufacture, import, loan licensing, wholesale and testing each have their own licence forms, and applications run through the regulator's online portals rather than across a counter.
Who needs it: Indian manufacturers of devices and drugs, importers appointing an authorised Indian agent, cosmetic brands registering imported products, and foreign manufacturers who cannot apply directly and must act through an agent holding the appropriate licence. Registration certificates for overseas sites, import licences, test licences for evaluation samples and manufacturing licences all carry different evidence requirements, timelines and fees. Distributors and online sellers get drawn in the moment they hold stock.
Assembling a dossier the reviewer will accept
We begin with classification, because the class decides the authority, the fee and the evidence. Then the dossier. For a device import that means the free sale certificate, the quality certificate from the country of origin, the plant master file and device master file, labelling and instructions for use, stability and shelf life data, and the agent's own licence and undertakings. Every document needs the correct apostille or consular attestation, and this is where most files stall.
For domestic manufacture the work shifts to the site: layout drawings, equipment and utility qualification, the competence of technical staff against the prescribed qualifications, the quality system, and readiness for the joint inspection by the licensing authority. We run a pre inspection audit, fix what the inspector will find, and prepare your team for the questions they will be asked. When queries come back through the portal, we draft the responses and keep the clock visible.
Licences in hand, and staying licensable
You get the licence or registration certificate, a maintained dossier with a change control route, labelling that matches the approval, and a compliance calendar covering renewals, post approval reporting and adverse event obligations. We hand over the portal workflow so your regulatory person can file the next variation without starting again from a blank form. Where a product family is planned, the dossier is structured so the second product reuses most of the first.
The change is in predictability. Import consignments clear because the paperwork matches the licence. Hospital and government tenders that ask for a licence number get an answer the same day. And when the rules shift, as they have repeatedly for devices moving from unregulated to notified status, you already know which of your products are affected and what evidence you hold. Regulatory work turns into scheduled maintenance instead of a scramble ahead of a shipment.
