Run as separate systems they cost roughly twice as much to keep, which is the usual reason a second certificate feels harder than it was.
Data protection law arrives across the Gulf
Personal Data Protection Laws now operate across much of the Gulf. Saudi Arabia has its PDPL with implementing regulations overseen by the national data authority, the United Arab Emirates has a federal personal data protection law alongside separate regimes in the DIFC and ADGM financial free zones, and Bahrain, Qatar and Oman each have statutes of their own. They share the vocabulary of controllers, processors, lawful basis and data subject rights, but they are not copies of the European regulation.
The differences are where the risk sits. Several regimes restrict transfers of personal data outside the country and expect an assessment or an approval before data leaves. Some require registration or notification to the supervisory authority, and some require a data protection officer in defined circumstances. Anyone running a Gulf branch, serving Gulf residents, operating a regional shared service centre or bidding for government work will be asked how they comply, usually in the contract.
Localisation, consent and filings with the regulator
We start by establishing which laws actually apply, since a company with a Riyadh office, a Dubai mainland entity and a DIFC subsidiary sits under three regimes at once with different duties in each. Then we build the data inventory and map flows, paying particular attention to what leaves the country: cloud hosting regions, group HR systems, offshore support teams and analytics platforms. Hosting choices frequently turn out to be the first decision that has to change.
The system is then assembled around local requirements: notices and consent capture in Arabic and English, lawful basis records, retention and disposal schedules, rights request handling within local deadlines, breach notification to the relevant authority, contracts with processors, and transfer assessments wherever data moves abroad. Where registration, appointment of an officer or a filing is required, we prepare and submit it. Staff training is delivered in the language people work in.
A compliance file that works across several Gulf markets
You end up with a jurisdiction by jurisdiction obligation matrix, a data inventory, bilingual notices and consent mechanisms, procedures for rights requests and breaches, contract clauses and templates, transfer documentation, and whatever filings the regulator requires. Because the underlying inventory is shared, adding another Gulf country later means extending the matrix rather than starting again. Certification is not available for these laws, so the file itself is the evidence you rely on.
The commercial effect is direct. Government and semi government tenders in the region increasingly ask about data residency and protection, and a clear answer keeps you in the process. Group companies stop shifting employee and customer records across borders on an informal basis. Local management gains a defensible position, because the regulator's first question after a complaint is what documentation existed before the complaint was made.
