New Zealand's safety reform: critical risks, from April 2027
The Health and Safety at Work Amendment Act got Royal Assent in July 2026 and starts in April 2027. It narrows the focus to what can actually kill people.

New Zealand's Health and Safety at Work Amendment Act received Royal Assent on 9 July 2026 and comes into force on 1 April 2027. It is the most substantial change to the regime since the 2015 Act.

What changes
The reform refocuses the system on critical risks — the things genuinely capable of causing death, serious injury or serious illness — rather than treating every hazard as equally deserving of paperwork. It gives clearer tests for which injuries, illnesses and events must be notified to the regulator. And it changes WorkSafe's principal function toward advice and guidance, alongside monitoring and enforcement.

The trap in it
"Less paperwork" is the headline and it is not quite the point. Concentrating on critical risks is harder than documenting everything, because it requires you to have decided which risks are critical and to be able to defend that decision. An organisation that has been managing safety by volume — a register of four hundred hazards, all treated alike — has more work to do here, not less.
Where to start
Identify the small number of things in your operation that could kill somebody, and establish what controls stand between them and a person. Those controls are the ones that need verification, not a tick. ISO 45001 asks for exactly that discipline, which is why organisations already certified will find this reform closer to a confirmation than a change.
