CE Marking Consultants: What the Process Involves, What It Costs and How Long It Takes

Our CE marking consultants and CE marking consultancy services explain the steps, costs and timelines Indian exporters face when selling into Europe.

CE marking isn’t a certificate that someone gives you. For most products, it’s a statement you make about your own product. Knowing that changes how you plan the whole job. It’s also the first thing good CE marking consultants explain to an exporter.

What is CE marking?

CE marking is a declaration by the manufacturer that the product meets all the EU rules that apply to it. With it, the product can be sold freely in the European market. You put the mark on the product, sign the declaration of conformity and keep the technical file.

For many products, no outside body is involved. For higher-risk products, a notified body checks the product, and its number appears next to the mark. Even then, the declaration is still yours.

You’ll often see “CE certificate” in tenders and adverts. For most products, no such thing exists. A notified body may issue its own certificate where the route needs one, but that isn’t the CE mark. That’s why a search for CE marking certification India can mislead. The same rules apply to makers in India, Kenya, Nigeria, the Philippines, Oman, the USA and New Zealand.

Which products and industries need CE marking?

Only products covered by specific EU laws that require the mark need it. These include machinery, electrical equipment, medical devices, toys, building products and pressure equipment. If your product is in one of these groups, you’ll normally need CE marking before you sell in the European Economic Area.

Engineering, electronics, auto-component and consumer-goods makers are among the Indian exporters who meet these CE marking requirements. One product can fall under several laws at once. That’s where most of the work lies.

What steps does CE marking involve?

First, find every EU law that applies to your product. Then choose the assessment route, apply harmonised standards, test the product and involve a notified body if the route needs one. Finally, compile the technical file, sign the declaration and add the mark. Finding every applicable law is the step that goes wrong most often.

Take a made-up Indian maker of an electric machine. Its product may fall under machinery, low voltage, electromagnetic compatibility and hazardous substances rules all at once. If the maker misses one, the gap usually shows up at a customer’s compliance check.

Harmonised standards help. If you apply them, the law presumes you meet the requirements they cover. If none exist, or you depart from them, you must show conformity another way and write down how.

Machinery makers, note the date. The new Machinery Regulation (EU) 2023/1230 replaces the Machinery Directive 2006/42/EC on 20 January 2027.

How long does CE marking take?

A simple product on the self-declaration route, with harmonised standards and test data already available, can take two to five months. A typical machine or electrical product that needs testing takes five to ten months. Products that need a notified body often take ten to twenty-four months.

Testing drives the CE marking timeline. Lab availability, test length and the chance of a failed test all matter. With a notified body, its queue is often the real delay. These ranges are our estimates, not legal limits.

What does CE marking cost?

Testing is usually the biggest cost. Think electromagnetic compatibility, electrical safety and mechanical safety. Add notified body fees where needed, consultancy fees, translation of instructions and any authorised representative arrangements. The cost most people miss is redesign after a failed test.

Your CE marking cost depends mostly on the product and how much testing it needs. Translation catches many exporters out. Instructions and safety information must be in the languages of the countries where you sell, and people often remember only when a customer asks. Some laws also need an EU authorised representative or importer, so check which applies to you.

Where do manufacturers get CE marking wrong?

The common mistakes are treating a test report as the finish line, buying a so-called CE certificate, missing applicable laws and keeping an incomplete technical file. Others get the languages or the mark wrong, or treat the whole job as a one-time task.

A test report isn’t the declaration. It only shows that the tested sample met the standard. It’s one input to the assessment.

A bought “CE certificate” proves little. For self-declaration products, it has no legal standing, and it can cost exporters real money.

The technical file must be kept. Keep it for 10 years from the date you place the product on the market, unless the rules say otherwise. Some product groups differ, so check yours.

The mark has rules. Size, visibility, permanence and the position of the notified body number all matter.

The declaration needs upkeep. It covers the product as sold. Design changes, new components and updated standards can make it invalid, and few makers have a process to catch that.

How do CE marking consultants play a main role?

CE marking consultants help you find every law that applies, choose the assessment route and standards, plan testing and build the technical file. Their biggest value comes early: spotting a missed law or a testing risk before it becomes a failed test or a delayed shipment.

In our experience, the best CE marking consultancy services start with one question: which laws apply to this exact product? Ask any adviser to show how they reached their list. Be wary of anyone who sells you a certificate instead.

The declaration is yours, so a good consultancy helps your team keep it up to date after the first sign-off. Roles stay separate, too. A notified body assesses where the law requires it. A consultancy prepares you.

Is it worth doing CE marking properly?

It isn’t optional if you sell into the European market, so the real question is whether you do it properly or superficially. A weak file works until a customer’s compliance team, an authority or a competitor looks closely. Doing it properly takes longer, and it costs much less than doing it twice.

When a weak file is found, the product can come off the market and the customer relationship suffers. The fixing then happens under pressure.

How can MSCi help with CE marking?

MSCi is a consultancy, so we prepare your product and paperwork for conformity assessment. The mark and the declaration stay yours. With 40+ years in ISO consultation, our team helps with applicable laws, assessment route, standards, testing plans and technical documentation.

We usually start with a product walk-through and a list of applicable laws, then agree a testing and documentation plan. If a certificate seller is the only thing you’ve been offered, we’ll tell you what it does and doesn’t cover.

Frequently Asked Questions

1. What is CE marking?

It’s the manufacturer’s declaration that a product meets the EU rules that apply to it. For most products, you add the mark yourself, sign the declaration of conformity and keep the technical file.

2. Do I need CE marking consultants to get the mark?

Not by law, CE marking consultants save time on the hardest part, which is finding every applicable law and choosing the assessment route. Their help is most useful before testing starts.

3. Can I buy a CE certificate in India?

CE marking certification India is a common search, but for most products there’s no CE certificate to buy. A notified body issues its own certificate only where the route requires one. A document sold as a “CE certificate” doesn’t replace your declaration.

4. What do CE marking consultancy services cover?

They usually cover applicable laws, the assessment route, standards, test planning and the technical file. ISO certification consultants may help with related quality systems, but CE marking has its own rules.

5. How does MSCi support CE marking projects?

MSCi prepares your product and paperwork for conformity assessment. Where a notified body is needed, it assesses independently, and the declaration remains yours.

6. How long must I keep the technical file?

Generally 10 years from the date the product is placed on the market, unless the rules say otherwise. Check the rules for your category, because some, such as certain medical devices, differ.
